- ➤ Wichita Falls city council and finance director reviewed early budget data and discussed a potential 2 percent water and sewer rate rise to keep up with inflation, which could bring an average bill to about $70.50 for 5,000 gallons. Final budget decisions will be made on September 2nd with new rates taking effect on October 1st—property taxes are expected to rise 2.76 percent when final appraisals arrive on July 23rd.
