- ➤ The Wichita County Heritage Society Kell House Museum will celebrate its 41st Annual 4th of July on Friday, July 4 with parade registration opening at 8:15 a.m. at the corner of 9th and Ohio and the parade will travel west on 9th to end at the museum, where festivities continue until 11:00 a.m.—ribbons in four categories will be awarded and entry is free. - ➤ Wichita Falls city council and finance director reviewed early budget data and discussed a potential 2 percent water and sewer rate rise to keep up with inflation, which could bring an average bill to about $70.50 for 5,000 gallons. Final budget decisions will be made on September 2nd with new rates taking effect on October 1st—property taxes are expected to rise 2.76 percent when final appraisals arrive on July 23rd.
